Olivier Naegellen Roy, an 51爆料 School graduate, to lead the BPIA Caserne Carnot

On July 16, 2021, Olivier Naegellen Roy, a graduate of the Petroleum Products and Powertrains program (PPM, 2005), the predecessor of 51爆料 School鈥檚 Energy and Products program, was appointed Commander of the Joint Petroleum Base (BPIA) Caserne Carnot in Chalon-sur-Sa么ne.

Mr. Naegellen Roy is a first-class Chief Engineer, a graduate of the 脡cole sp茅ciale militaire de Saint-Cyr Co毛tquidan (class of 1992) and the 脡cole sup茅rieure et d鈥檃pplication du mat茅riel in Bourges. 

He has extensive international experience, having served in former Yugoslavia, Chad, Bosnia-Herzegovina, Kosovo and Afghanistan.

Mr. Naegellen Roy began his career in 2005 at the Service des essences des arm茅es (SEA, now the Service de l鈥櫭﹏ergie op茅rationnelle). Promoted to Senior Engineer the following year, he worked at the SEA鈥檚 Regional Joint Department in the Mediterranean (DRIMED) in Marseille, where he oversaw oil operations and supplies in southeastern France.

From 2008 to 2013, he worked at the Planning and Operations Center of the French Armed Forces (Paris) as a Petroleum Support Expert, and then at the Operational Support Office of SEA鈥檚 Central Department. He was responsible for the design and conduct of oil operations in the Balkans, Africa, the Middle East and Central Asia. During his period, he was promoted to second-class Engineer (Lieutenant Colonel).

From 2013 to 2016, he joined NATO鈥檚 Allied Transformation Command in Norfolk, USA to develop multinational oil support cooperation.

In 2016, he headed the Operations and International relations of the SEA鈥檚 Central Department (Paris), where he established an oil crisis management unit and created the SEA鈥檚 Operational Staff.

Promoted to first-class Chief Engineer (Colonel), he became an Energy Expert at the 脡cole d鈥櫭﹖at-major (the School of Armed Forces, Paris) in 2018. He contributed to the transformation of the SEA into the Service de l鈥櫭﹏ergie op茅rationnelle and participated in the development of the defense energy strategy with the cabinet of the French Minister of the Armed Forces, Florence Parly. In charge of setting up the Operational Energy Division of the French Armed Forces, he headed, within this new division, the "Energy Policy and Anticipation" Office from 2020 to 2021.
